I am wondering how others are handling those auto service areas, such as gas stations & mechanic shops, with spills? EPD will not respond unless it is a significant amount. I have one convenience store with an attached auto mechanic shop that are real sloppy with their spills. It is horrible. We have a general cleanliness ordinance (which I am using) but nothing more. Does any agency have an ordinance addressing this?

If your city has a Stormwater ordinance it will be covered under that. It is considered an "illicit discharge" and they can be cited for it if it isn't cleaned up and/or continues.  It could also be considered a public nuisance.
