Procedure for Land/Lot Prior to Construction (R)

Good Morning,

ย We have a situation that has come up where a new home was built and to our knowledge there is no record of the land being approved for building prior to construction. Now because the land is lower then the road water is sitting under the house and the lady is getting black slimy mold from her pipes and it is coming out when she turns on the water. I believe the house is around 5 years old.

ย We pulled permits from the County office and there is nothing stating the land was ok or thatย it ย was checked prior to construction? It only says they had permits for building, electric, etc.ย 

Who in your city or county approves land or lots being ok for construction? Is this a Code Enforcement issue, or a Planning and Zoning Issue?ย 

Any information will be greatly appreciated.

This all should have been addressed when the building was permitted and inspections were done. Now it would probably be a civil matter between her and the builder. How is the black slimy mold getting into her water line? Something doesn't sound right there.
