Sorry Keith,

City of Grovetown does not have any ordinances that is purely civil. We refer the citizens with civil matters to the Columbia County Magistrate Court.

Our Court, provides that a Bench Warrant will be issued for failure to comply where they do not pay fines. According to our Judge, if a fine is set and not paid, the defendant then becomes in violation of a Court Order. (no matter if it is Civil)

The City of Cochran is Civil and handled by the Municipal Court. If the offender refuses to pay the fine, the city will take a lien on the property until the fine is paid after given a time frame by the judge, i.e. 45 days, 60 days...etc.. And if not, the city will own the property.
