Demolition programs

So, I have been looking for a way to tackle the blight building issues in my city. The City of Guyton has a population of around 3,000 people. There around 20 or so buildings that are vacant and/or dilapidated. I am trying to find a way to either help the community restore these buildings or demolish them. I would prefer to see them restored but I also understand that some people just simply don't know or want to put in the effort. Some can't afford either one due to being on limited/ fixed income. So, does anyone know of, or currently have, a system or program to help with either demo or restoration that I can mention to my City Council? I know it can cause issues in the community with people getting upset about their property potentially being torn down, but I know it's part of the job and it could benefit the community as a whole. Any info or resources would be greatly appreciated. Thanks!

Do your ordinances provide education and enforcement of the abatement of such structures? Is your commission willing or financially capable of implementing an Emergency Funding Program?

There are steps and procedures mentioned in the city code/ ordinances. However, it seems that the city doesn't want to use them due to cost or just unfamiliarity with the procedures. That's why I'm looking for things other cities or agencies have done so I can show the benefit of using the options available. I'm in the process of building a new Code Enforcement system in my city that is more proactive and engaging that previous years, while also trying to teach myself how Code Enforcement works. I've been able to update to new software for Code Enforcement (CloudPermit), and I'm just trying to build the most easy and efficient Code Enforcement that I can. (it's just me)
