Multipurpose Alley ways.

I have a two questions and looking for advice.  We are trying to revitalize our downtown area and come up with ideas of using the alley ways for pedestrian traffic to and from stores.  We are in need for ideas or ordinances to  manage mixed use alleyways.

If you have do so , what issues influenced or how was trash storage and collection issues enforced. 

We have restaurants that use the allies for there trash storage. The use city issued trash cans. Due to location, there is no space for dumpsters. Trash gets picked up once a week. As you can imagine, the flies and smell. This area is next to an event center. The city is willing to increase trash pick up service. Any other ideas?
