What are other jurisdictions doing regarding code enforcement on foreclosed properties? I have a property in my town where I cited the owner, the property went into foreclosure, and now the property is still beyond derelict (numerous safety issues to the point of condemnation) and the fellow I cited moved out of state... The home is becoming a vagrancy issue and I'm having difficulty determining where or whom to follow up with next. The foreclosure deed doesn't outright specify who now has oversight on the property. Thank you in advance for any advice or assistance. 

Currently, Albany is preparing to update and improve our vacant property registration ordinance.  In your situation it would only serve to be more teeth for enforcement actions. 

I have found it necessary to have a Title Search completed on the property-in order to have a properly identified owner and other interested or responsible parties. There is a cost associated with having this done, but in the effort to remove an immediate danger, it may be worth the immediate costs.

We have addressed this in several ways. If it's just a matter of property maintenance, we hire a contractor to do the maintenance then place a lien against the property to recover the cost. We have also gone after the mortgage company or bank holding the mortgage requiring them to keep the property up. If the property is an immediate danger then we proceed with the condemnation process and again place a lien against the property to recover any and all costs involved.
