Can anyone give me clarity on the 50% improvement code that says once you exceed the 50% value of a structure you must bring the entire structure up to code?

I found this helpful, and I don't want to summarize this review. So I provide this link for your review. Also, the 50% rule is used in Flood Zoned areas, to require structures to be brought into complete and current code compliance. (for flood preventions)
