Our solicitor has recently decided that we cannot prosecute any citations without them being signed on the original citation.  From what I understand we are able to send citations (afters warnings, of course) via certified mail or do door tack with photos and that is sufficient service of citations with court date.  How does your jurisdiction handle it?  We want to make sure we are in line with everyone else.  We are running into issues with folks just not coming to the door, telling me to "go away" and it has even popped up on facebook to just not go to the door and you won't have to deal with code enforcement.  Obviously, this has become and issue.  Our answer has always been certified mail or tack and now we are being challenged as this not being "enough"

Angela, If they allow for service through certified mail then the signed receipt from the mail serves as the signature of receipt. That is how we do it here.
